With the current draft bill, network operators finally receive more guidance for transforming their gas networks. The new regulations not only create transparency but also establish concrete requirements that make strategic planning indispensable.
Key points of the draft:
  1. Gas Distribution Network Development Plans (§§ 16b-16e, 17 Abs. 2c, 17k)
    • The permanent reduction in natural gas demand requires the submission of a development plan for repurposing or decommissioning existing natural gas networks
    • Approval is required by the Federal Network Agency (BNetzA) or the relevant state authority
    • Possibility to reject new connections and terminate existing ones if the plan is approved
  2. Development Plans for Hydrogen (§ 16c)
    • Mandatory submission upon commissioning a hydrogen distribution network
    • Coordination with gas network operators in the same area is necessary
  3. Biomethane Feed-In (§ 17 Abs. 1a, 1b, 16d)
    • Priority connection for biomethane remains in place, provided it does not conflict with gas network development plans
  4. Regulations on the Dismantling of Decommissioned Networks (§ 48b)
    • Flat-rate dismantling obligations are eliminated
  5. Ban on Long-Term Supply Contracts for Fossil Gas Beyond 2049 (§ 114)
    • Exception: CO₂ capture and storage
