To meet Germany’s ambitious goal of covering at least 80% of its gross electricity demand with renewable energies by 2030, significant expansion of photovoltaic and wind energy systems is required alongside the decarbonization of the building and transport sectors. This effort relies on the widespread adoption of technologies such as heat pumps and electromobility. Starting in 2024, at least 500,000 new heat pumps are set to be installed annually, and the Federal Government’s “Master Plan Charging Infrastructure II” aims to support 15 million electric vehicles with a robust charging network by 2030. Additionally, new storage systems at the low-voltage level are expected to play a vital role in optimizing renewable self-consumption and providing grid-supporting services. The success of these targets depends on the ability of distribution system operators (DSOs) to efficiently connect renewable energy systems, heat pumps, charging stations, and storage solutions to the grid. However, practical challenges in grid connection processes have historically led to delays, posing a significant congestion in scaling up essential infrastructure for the energy transition. Addressing these delays requires comprehensive coordination among stakeholders to identify and implement feasible solutions.

The project began with a detailed inventory and analysis of the current grid connection processes, including the roles of relevant stakeholders and an assessment of existing regulations and procedures. This baseline served as a foundation for expert evaluations, interviews, and sector dialogues aimed at identifying key obstacles and potential solutions. Based on these insights, a focus agenda was developed, highlighting the primary challenges and immediate solution options. A prioritized “TOP 10” list of actionable measures, supported by a detailed implementation plan, was created in collaboration with industry stakeholders. The project further intensified the sector dialogue on grid connection acceleration by structuring discussions and providing expert input to support thematic focus areas. Identified issues were systematically analyzed, and concrete, actionable solutions were developed, followed by feasibility checks to ensure regulatory alignment and practical applicability. The process was continuously documented through interim reports, culminating in a final report that consolidated findings and presented targeted recommendations.

The project resulted in a prioritized action plan comprising the “TOP 10 Measures” designed to accelerate grid connections while ensuring regulatory and practical feasibility. Concrete solutions were proposed to streamline procedures, significantly reducing delays in the deployment of renewable energy systems, heat pumps, electric vehicle infrastructure, and storage solutions. The enhanced sector dialogue fostered greater collaboration and alignment among key stakeholders, creating a more coordinated approach to grid connection challenges. The comprehensive documentation provided a clear roadmap for regulatory improvements and process optimizations, supporting the rapid scaling of energy transition technologies essential for achieving Germany’s 2030 energy goals.
