In April 2025, ENTSO-E released its comprehensive Bidding Zone Review – a landmark initiative aimed at enhancing the efficiency, resilience, and transparency of the European electricity market. This study represents a major technical achievement, combining deep market analysis, advanced modeling, and extensive cross-border collaboration among Europe’s transmission system operators (TSOs).

A central focus of the study was the evaluation of bidding zone configurations across Central Europe and the Nordics. Notably, splitting the Germany–Luxembourg bidding zone into five areas demonstrated the highest potential for efficiency gains, estimated at €251–€339 million annually. The Netherlands also showed a modest positive impact from a split, while alternatives for France, Italy, and the Nordics generally resulted in lower economic efficiency compared to the current setup.
