Regulation (EU) 2019/943 of the European Parliament and the Council of 5 June 2019 on the internal market for electricity requires amongst others:

Adoption of a proposal defining the system operation regions in accordance with Article 36 of Regulation (EU) 2019/943 to be submitted by ENTSO-E to ACER by 5 January 20201)

Proposal for the establishment of regional coordination centres in accordance with Article 35 of Regulation (EU) 2019/943 to be prepared by all transmission system operators of a system operation region and to be submitted by respective transmission system operators to concerned NRA by 5 July 2020.

Nordic TSOs have established a project group for the development of the proposal for the establishment of a Nordic regional coordination centre (Nordic RCC) working under the following assumptions:

Nordic TSOs are contemplating to setting up the Nordic RCC in Copenhagen based on the current RSC office; Nordic TSOs have agreed preliminary that the scope of the Nordic RCC should be strictly limited to pre-and post-operational coordination activities unless otherwise decided by the Nordic TSOs considering relevant legal provisions (amongst others Article 37 of Regulation (EU) 2019/943);

By 5 July 2020, the Nordic TSOs shall submit the proposal for the establishment of the Nordic RCC to the regulatory authorities concerned, provided that the system operation region (SOR) in question encompass the Nordic countries.
